Help Replacing Timedate.cpl & Shell32.dll

I am currently trying to use this suite: APPOWS2010 but I have trouble with two files:

The shell32.dll replaces successfully but when I reboot, my sound does not work. If I click on the volume icon, the computer will lag or freeze for a minute, which results in no sound when it is done glitching.

My other problem is with the timedate.cpl. I cannot set the right permissions to replace the file.

I am using Windows 7.
